As Fund Administrator, PMA’s Government Portfolio System (PMA GPS®) is a secure Internet-based investment execution and reporting tool for Participants in MOCAAT. Users can download forms and Fund documentation, view and update current account information, view and download current and historical account statements and initiate transactions with the investment pool. PMA GPS® also enables MOCAAT Participants to:
- View monthly account statements, daily confirmation statements, historical statements and fixed rate investment portfolios
- Enter transactions up to a year in advance as long as they follow any unique restrictions of the fund, including designated cutoff times
- Access their accounts online at any time, on a secure server 24 hours a day, 7 days a week
- Process a variety of transactions over a secured server
Bond Proceeds Management Program
PMA’s Bond Proceeds Management Program (PMA BPM) is a comprehensive service that helps you establish a reliable and sufficient flow of funds, optimize your investment earning and adequately cover projected expenses. Additionally, PMA BPM helps public entities reap significant benefits in the critical areas of investment, arbitrage and reporting.
Tax exempt debt issuers are subject to a long list of Internal Revenue Service (IRS) requirements that dictate how and when they can use their bond proceeds. Through PMA BPM, these obligations are fulfilled with as little hassle as possible.

The department closely follows the capital markets and regulatory environment for issues that may affect any of MOCAAT Participants’ investments. PMA employs a variety of credit analysis procedures for these investment products:
- Government and agency securities
- Municipal securities
- Certificates of deposit
- Other depository products
Specific to the banking industry, the department analyzes each bank where deposits are placed quarterly and on an ongoing basis. Discerning the creditworthiness of banks has become more difficult for public entities as subprime related assets, write-downs, over-concentrated balance sheets and increased regulatory scrutiny have all been contributing factors to the strength or weakness of banks across the country. As such, we believe it is more important than ever to perform quality credit analysis.
Collateral Programs
PMA produces a monthly report for its clients detailing all collateralized deposits and the market value of the pledged collateral. When a client engages PMA to invest its assets, this consolidated report contributes to administrative efficiency and peace of mind.
